Post Title : Finance Manager
Reports to : Executive Director

Role Summary & Key Results Expected:
- Provide professional financial, administration, human resource, advice and supervision ensuring compliance with all EQUIP AND donor policies, procedures, and practices to enable efficient and transparent management
- Ensures that all spending update reports, monthly financial, administrative (including HR) reports, including donor compliance reports are accurate, complete and sent by email and hard copy as required on time
- Interacts with and reports to external partner agencies and implementers.
- Ensures all reports to donors, internal financial and administration reports to senior management, staff and any special audits and reviews and done on time and to the highest standards of accuracy and quality possible.
- Will give strategic support to administrative, operations and logistic staff, to ensure the quality and efficiency of the integrated system of Operations, Logistics, Administration, Human Resources and Financial systems and procedures so that the work progresses as smoothly, efficiently and effectively as possible.
- Takes leadership and initiative in revising and improving the financial, administrative, human resource systems, and operational, systems making all recommendations for improvements to the Country Director and EQUIP senior management team of which s/he forms a part.
- Prepares and reviews budgets while ensuring spending is in line with project and overall projects and annual budgets to ensure the success of the projects.
- Assists with the development of proposals for funding and with the development of other fund raising methods to ensure the financial sustainability of the organization and its programs.
- To ensure monthly financial reports and weekly or biweekly budget versus actual updates are prepared accurately, on time and sent to the Country Director, project Consultants, donors and others concerned, to maximize efficiency and transparency.
- To ensure regular reconciliation and controls over EQUIP's assets, cash, and bank accounts, petty cash, etc. are in place and cash counts and bank reconciliations are done faithfully as per daily, weekly and monthly schedules.
- As a member of the senior management team, s/he will contribute to EQUIP's strategic leadership and will build the capacity of national and expat staff.
- Provides strategic advice to the Country Director and Deputy Director at regular weekly briefing meetings on financial, administrative , IT, and Human Resource matters, particularly the weekly and monthly review of the projects balance sheets, cash flow, other issues arising and overall financial and administrative status.
- Assists the project Employees with financial information, policy advice and donor contract requirements to ensure the success of the projects and compliance with all donor and Government regulations.
- Provides advice & provides expertise at the project/program budget proposal development, monthly reporting and final submission stage.
- Working in coordination with the Logistics and IT coordinator ensures that the EQUIP IT systems are working efficiently, reliably and that upgrades to the IT system are carried out to allow the financial, administrative, operational and logistical systems to benefit from the best IT solutions possible to improve the quality and efficiency of the work.
- Effectively stay abreast of donor policies, procedures, rules and regulations and compile and update an applicable compliance manual and training program for EQUIP Liberia staff and partner staff.
- As part of the senior management team recruit, hire, train, supervise and discipline finance administrative and human resource staff
- Perform other duties as requested by the County Director to ensure the smooth operation of EQUIP programs.

Qualifications:
- University Degree in Finance, Accounting, business administration or equivalent
- Finance and Accounting Specialization
- The successful candidate will preferably have a Masters Degree in Finance or Business administration; or related fields
- Three-five years experience in a similar position, preferably in an NGO in project management.
- At least five years of progressive responsibility with a minimum of one previous assignment with an international development organization financially managing projects overseas.
- Demonstrated experience in financial and grants management, budget control and knowledge of the requirements of donor organizations such as USAID, DFID and UN
- Understanding of the international humanitarian system
- Knowledge of the Liberia's work and fiscal legislation preferred.
- Knowledge of accountancy, treasury management and budget management.
- Knowledge of management computer programs (Advanced Excel, Word, PowerPoint, QuickBooks, Internet and e-mail)

Job Title: Human Resources Manager
Reports to: Executive Director

Main Duties & Responsibilities

OVERALL OBJECTIVE
To provide a comprehensive HR management advisory and lawyer service to staff and management. HR consultant advises on operational human resources related issues, including reviewing and communication of policies, human resources reporting and coordinating in recruitment process, remuneration and performance management processes.

SPECIFIC FOCUS AREAS:
HR Policies and Procedures
- Induct employees on HR Manual and oversee its implementation
- Ensure compliance with HR manual
- Provide guidance on any matters/disputes related to the interpretation of the provisions of the HR policy manual
- Identify opportunities for improvement in the HR manual and keep management updated on labour related legislation and practices

Performance Reviews
- In partnership with management, guide the implementation of the performance management system
- Oversee the implementation of the performance improvement plan
- Participating and providing guidance on the implementation of the performance improvement process.
- Sit in during bi-annual or annual staff appraisals

Reward System
•Ensure the implementation of the remuneration policy as set out in the HR policy and ensure compliance with legislation.
• Ensure remuneration levels are aligned to sector practices

Employment/Terminations
- Identifying, reviewing, and advising on tasks related to recruitment process and employment strategies to meet human resources requirements.
- Coordinating and participating as a selection panel member in the recruitment process, including selection and appointment processes.
- Undertaking quality checks of selection and recruitment processes and liaising with management to ensure effective meeting of guidelines and standards.
- Conduct and provide guidance in termination processes including exit interviews
- Provide guidance to ensure that all recruitment and termination processes are performed in accordance to relevant legislation.
- Assist with contract extensions.

Employee Relations
- Provide guidance and assist in issues relating to employee complaints and/or concerns
- First person for contact regarding HR related matters
- Provide guidance in dispute resolution and grievance procedures
- Review employee appeals through the complaint procedure.
- On a regular basis, review and recommend employee relations practices necessary to maintain a positive employer-employee relationship and promote a high level of employee morale and motivation.
- As and when required, provide management with guidance on disciplinary issues

POSITION: Water and Sanitation (WATSAN) Program Manager/Officer
RESPONSIBLE TO: Executive Director
RESPONSIBLE FOR: WATSAN Program Staff (approximately 6 staff)
LOCATION: Ganta, Nimba County, Liberia

OVERALL JOB PURPOSE:
The WATSAN Program Manager/Officer (PM) is responsible for implementation of EQUIP's WATSAN program in Nimba County. This position has overall responsibility for all WATSAN -related projects, including installation and repair of hardware (wells, latrines, and water systems), community sensitization, and hygiene promotion and training. EQUIP's integrated approach combines hygiene training with expansion of water points and technical assistance to ensure community-driven WATSAN interventions have lasting and maximum health impacts. The WATSAN PM will be responsible for regional level coordination, representation, strategy development, reporting and other duties as need arises with the Executive Director.

The WATSAN Program Manager will also work to address emergency program objectives with a focus on working with host communities to ensure SPHERE and other international humanitarian standards are met. EQUIP's supported project work is closely coordinated with TEARFUND and other WATSAN partners to rehabilitate hand pumps and wells, provide hygiene training, construct new wells, and distribute point-of-use water supplies.

TASKS AND RESPONSIBILITIES:
- Coordinate all aspects of WATSAN activities, including assessments, planning and project design, management of WATSAN staff, and monitoring implementation of activities (in conjunction with other PMs and program staff)
- Evaluate the current WATSAN capacity and staffing structure, in conjunction with the Executive Director, and determine what changes to structure, programme responsibilities and capacity building are required.
- Assist in the assessment, design and preparation of project proposals for funding.
- Maintain positive working relationships, and liaise with partners, County Health Team, UN, and government agencies at the field level to communicate and coordinate EQUIP's field level WATSAN activities
- Represent EQUIP Liberia at coordination meetings and provide updates to program managers and senior staff
- Oversee procurement, storage, distribution, and monitoring of WATSAN supplies in accordance with donor requirements and EQUIP policies and procedures
- Update and maintain information and activities
- Supervise data collection and reporting per contract requirements
- Conduct regular monitoring visits to project sites and affected areas to monitor progress of implementation and re-assess needs Compile and submit monthly narrative and progress reports based on the project log frames to the Executive Director.
- Implement Government of Liberia approved behavior change programming including community lead total sanitation (CLTS) sanitation behavior change programming and hygiene promotion messaging
- Implement hardware installations in accordance with Government of Liberia Ministry of Public Works (MPW) national well and sanitation facility standards
- Willingness to serve as information focal point for overall field level emergency WATSAN coordination efforts in Nimba

QUALIFICATIONS:
Required:
- University Degree in hydrogeology, civil engineering, environmental health, public health or other WATSAN related discipline
- Experience designing and implementing comprehensive health and hygiene promotion programs, with an emphasis on community mobilization and participatory approaches
- Practical and technical experience in design and construction of a variety of Water and Sanitation (urban and rural water solutions, latrines, sewage systems etc) facilities
- Experience in managing and or training of staff on design & construction of Water & Sanitation interventions, assessment and development of policy & technical standards in WATSAN and Water Quality Testing, hygiene promotion campaigns
- Prior experience writing and managing operational budgets
- Experience preparing project related reports/documents

- Provides overall leadership and takes management responsibility for successful implementation of the project's activities and sub-activities, as per the project document
- Provides conceptual guidance and technical advice to the project team and project counterparts
- Coordinate all aspects of WATSAN activities, including assessments, planning and, and monitoring implementation of activities
- Assist in the assessment, design and preparation of project proposals for funding.
- Coordinate EQUIP's field level WATSAN activities

Post Title: Finance Assistant
Report to: The Chief Accountant

The Finance Assistant will be under the direct supervision of Chief Accountant and the Finance and Manager.

Duties of the Finance Assistant:

Under the general supervision of the Chief Accountant in Monrovia Office, the Finance Assistant shall:
- Review expenditures for compliance with EQUIP Liberia current rules, policy and regulations.
- Prepare vouchers for cash transactions and bank transactions for specific projects.
- Assist in monitoring receipts/expenses and prepare reports on a monthly basis/as needed.
- Liaise with Chief Accountant regarding financial matters.
- Assist in reviewing coding on vouchers for QuickBooks valid account code, and recommend necessary adjustments.
- Ensure regular updating of files related to financial reports, vouchers, receipts etc.
- Acting as the Cash Safe custodian.
- Perform weekly cash counts every Friday and at the end of every month and ensure its verification by the Chief Accountant.
- Provide all necessary paperwork to enable the Finance Officer to update the cash journal. The closing balance should be reconciled with cash in safe daily.
- Ensure adherence to EQUIP's policy and internal control procedures.
- Monitoring cash balance in office and inform the Chief Accountant for replenishment.
- Write and Register vouchers and carry them for approval.
- Undertake any other delegated tasks.

Qualifications and Experience Required:

- Bachelor degree in Accountancy/Finance
- At least three years of relevant professional experience, preferably with an international organization
- Knowledge of financial management tools will be an asset.
- Good command of MS Office applications (Word, Excel, Outlook, Internet Explorer), QuickBooks accounting software.
- Ability to work long hours under pressure and to meet deadlines.
- Good interpersonal skills and ability to work in an international environment.

Position: Logistics Manager
Department: Logistics, EQUIP Liberia
Supervisor: Executive Director
Primary Responsibility: Essential to ensure the smooth running of EQUIP Liberia's operation and logistics systems and direct daily operations. The Logistics Manager will be required to handle technical details relating to transport such as customs regulations and any necessary documentation. The Logistics Manager will be required to efficiently evaluate the costs of transportation, services and inventory within any budget or distribution strategy.
Terms of Reference:
- Responsible for the monthly gas/oil distribution report from the field office.
- Controlling the movement of goods to other field Offices
- Keeping track of all EQUIP's Assets
- Making procurements for all vehicles and other operations in accordance with EQUIP's procurement policy
- Monitoring and supervising all generator servicing and DC System.
- Carrying out general services on generator in accordance with manual.

Position: Logistics Assistant
Supervisor: Logistics Manager
Duties & Responsibilities:

The Logistics Assistant will assist the Logistics Manager in accomplishing the following tasks:
- Controlling the movement of goods to field Offices
- Keeping track of all EQUIP's Assets
- Organize files manually and electronically
- Making procurements for all vehicles and other operations in accordance with EQUIP's procurement policy
- Monitoring and supervising all generator servicing and DC System.
- Carrying out general services on generator in accordance with manual.
- Controlling and request the movement of Expat Staffs & cargo on UNMIL Helicopter thru MOP and C.M.R.
- Keeping track of all updates on forms and flight schedules from UNMIL in order to keep on track on MOP and CMR Request.
- Making documentation for orders and supplies sent to field offices
- Assisting the Logistics Coordinator for ordering, securing, distributing and monitoring the supplies to the various field offices
- Assisting the Coordinator on field visits
- Attending meetings in absence of the Coordinator if necessary

POSITION: Water and Sanitation (WATSAN) Project Supervisor
RESPORTS TO: WATSAN Program Manager/Officer
LOCATION: Ganta, Nimba County, Liberia

Primary Responsibility: The Water Supply and Sanitations (WATSAN) Supervisor will be in charge of all technical activities related to water supply, sanitations and will ensure the efficient and smooth execution of the Water and sanitations activities in the project targeted areas as per International or Liberia National quality standards.

TASKS AND RESPONSIBILITIES:
- Design, supervise and monitor the all WATSAN related construction activities.
- Supervisions of engineering team and ensuring efficient /timely implementations of water and sanitations activities in targeted area
- Ensuring appropriate community involvement and delivery of essential WATSAN infrastructure and services
- Coordinate all aspects of WATSAN activities, including assessments, planning and project design, management of WATSAN staff, and monitoring implementation of activities in collaboration with WATSAN Program Manager
- Oversee procurement, storage, distribution, and monitoring of WATSAN supplies in accordance with donor requirements and EQUIP policies and procedures in

Job Title: Water and Sanitation (WATSAN) Technician
Report to: WATSAN Field Coordinator
Location: Nimba

Under the direct supervision of the WATSAN Officer, the incumbent ensures smooth and efficient running of the Section by providing WATSAN work and supervision support and assistance as follows:
- Supervises WATSAN skilled and unskilled workers, or their equivalent, on a regular basis;
- Select the type and size of fittings required;
- Locate andmark positions for connections and fixtures;
- Installand repair all types of WATSAN fittings required for (sinks, water heaters, toilets, sewage systems, water supply lines, underground storm sanitary systems…etc.);
- Identify required tools and special equipment required for installation / repair;
- Test pipe systems and fixtures for leaks;
- Install,repair and maintain water purification equipment including cleaning and maintaining of all filters and parts with good knowledge of all tools required;
- Perform Biological and Chemical Tests for water samples including; knowledge with mobile laboratory kits, parts, chemicals and maintenance is essential;
- Install, repair and maintain waste water treatment equipment including removal of pollutants with inspection of equipment on a regular basis, and good knowledge in all parts, tools and equipment required;
- Undertake technical assessments of existing wells and handpumps to identify what rehabilitation or repairs need to be made;
- Assist the WATSAN Program Manager and Field Coordinator in the location of new well sites;
- Ensure that new well construction and well rehabilitation construction activities are accurate to the proposed construction plans provided for each job, and meet EQUIP Liberia and national standards;
- Oversee storage and usage of materials in the field, ensuring materials are warehoused safely and accurate records are kept of usage;
- Supervise unskilled labor in the construction of precast concrete well culverts to ensure technical accuracy and soundness;
- Direct the lead well digger and well digger helpers in the proper methods of well digging;
- Keep an accurate well drilling log as per EQUIP Liberia and National requirements. Ensure that this record is placed in a safe and accessible location;
- Install pumps alongside community pump technicians, working to ensure they can confidently undertake pump repairs themselves;
- Take part in yield tests to ensure accurate measurement of well performance;
- Perform chlorination and water quality testing of completed wells and accurately record results;
- Keep daily records of work completed;
- Ensure that each WATSAN project is safe for workers and useable for the community served;
- Undertake other WATSAN -related tasks as requested by Field Coordinator or WATSAN Program Manager;
- Ensure that safety standards are met;
- Perform other related duties as required.

Essential requirements
- High school diploma or specialized training institution for WATSAN; experience certificates of specialized WATSAN skills should be included
- Literate and numerate
- Experience of well construction and pump installation
- Understanding of sound construction techniques
- Ability to accurately complete forms

• Work with PHEO to Mobilize Communities to select Community Health Volunteers according to MOH standard for CHVs
• Perform other duties as required

Job Title : Security Guard

ABOUT EQUIP LIBERIA: We are a local, Christian, health and social welfare non-governmental organization working to improve the lives of Liberians by providing access to justice, quality health services and safe water.

JOB DESCRIPTION
EQUIP security guards shall maintain the security of EQUIP property and provide support to authorized personnel. This support will include but not be limited to:
• Report on duty on time according to the office prepared duty roster.
• Patrol the premises and maintain the security of the office premises, equipment, vehicles, motorcycles and other properties in EQUIP compound.
• Always keep both gates closed at all times and control admissions of approved guests, authorized personnel and movement of EQUIP property in and out of the premises.
• Ensure only approved visitors (by management) enter the EQUIP compound.
• Register all visitors in the visitor's log.
• Register all staff movement in and out of the compound in the staff log.
• Maintain records of vehicle movement, staff and visitors on premises, and all items on property.
• Make sure that the office door is closed when office staff enters or leave the building.
• Make sure that the office doors are locked after working hours and unnecessary light and water cooler is turned off when generator is off.
• Make regular patrols of the compound to ensure safety and security of property.
• Always remain at your post until relieved by the next guard. (if the next shift is late arriving, please make note of the time of his arrival and inform your supervisor)
• Always inform your supervisor if you will be late on job or if you are sick and cannot make it to work. (warning letters will be issued against you if you do not inform your supervisor before the start of your shift)
• Inform management of any suspicious behavior in the compound or around the perimeter.
• Assist in off and on loading of supplies in the compound
• Generator operation: Follow guidelines strictly for generator use
o Always fuel generator before starting
o Always check oil before starting
o Always check battery to ensure it is fully charged before turning off the generator
o Always ask management before turning off the generator
o Always mark details on generator usage in the generator log
o Always report to Logs dept for resupply of fuel when only one gallon containers balance in the office after refueling.
